Easy question (I think) about package variables and configuration file

  I've inherited someone elses SSIS's solution. In one particular package a variety of user defined variables exist of which only one of the variables (ClientID) is stored in a configuration file.

  Am I correct to conclude that the ClientID variable value in configuration file will take precedence over any value I set within BIDS in the variables window?

  Likewise, I assume the package will reference any value I assign to a user-defined variable in the Variables window that isn't defined in the config file?
