DTS Wizard giving error

The DTS wizard on the server is giving error.
When we click on finish to execute then it give error that Cannot Load the INstance for DTS

Check under 'Support services' node in enterprise manager and make sure that the distributed transaction co-ordinator is running.
Barring that, you may be looking at a re-installation.

Well the DTC was not running.Now I have started it but it is still giving the same error
Cannot Create an Instance of The DTS Package

Can't think of anything else that would stop it running. A new install may be the best option.
Also check to see what account the services are running under, especailly the DTC. It is alos dependent upon the service - Security Accounts manager.
