dropping normal indexes

  I have 30 indexes created on an empty table.

  I am going to lad the table with 40 million rows.

  Should I drop the indexes first? (no clustered index)

  yes, but it will take time to recreate them. Dropping them decreases the load time, not the total time to get the table back to it's state.
