Is there any way I can tell who is stopping and re-starting these services?
There are 3 people here with System Administration rights and nobody is admitting it!

Do all system administrators use same user name or different ? If different then u can catch them in event viewer where it will tell u which login stopped services.

They have different userID's but they also know the WIN Administrator account.

So ur talking about SQL Server Agent Services, or Sql Server engine. Just to confirm. The four places where u can look for or atleast four places I look for are
1) eventvwr (Event Viewer) in Application file or System file.
2)SQL Server Logs under Management folder
3) Rt. Click on SQL Server Agent, Display Error Log.
4)E:\Sqslserver\data\MSSQL\LOG SQLAGENT.OUT- For Sql Agent and ERROR LOG for Sql Services.
Apart from that, I am not sure if I am skipping a location where u can track server activity.
