I just installed SQL Server 2000 Personal on my Win XP Pro laptop. Most of the same options are available, but Diagrams is not . Should I be seeing this, or is this not available in the Personal Version?

It seems like I remember having this trouble quite a while ago but we are running standard edition now. It would be best to check the MS site for an official answer.
For what its worth I think the diagram tools in Enterprise manager ... are lacking. I prefer using Visio's reverse engineering DB diagram tool. Especially when turning on the IDEF1X option in Database Options. This is available even in the Professional edition.

Original poster here - I figured it out. After I installed it the first thing I did was expand the system databases. I did not see any Diagram options there. But they are in the default user and user databases I created.
False alarm.
