In the taskmgr of our SQL Server 2008 R2 (running as a VM on Hyper-V) I've noticed the process DfrgNtfs.exe running constantly. Is this normal?

The process for this defrag utility will continue to run unless you stop which you should not do if a defrag in progress.
Is it consuming a lot of resources?

about 11mb. I noticed it a couple weeks ago and thought it odd, but got sidetracked. I'm a rookie on Server 08 and this one is running SQL 08 in production. Plus, its a VM and I'm a rookie on that also. So, I don't know whether it SHOULD be running or not. Seems like it would have to finish at some point.
