  Is it possible to develop and deploy packages targeting SQL Server 2005 from BIDS 2008 version?

  What do you mean with targeting?

  If you mean read out data, then yes.

  If you mean the package will run on SQL Server 2005 Integration Services, then no, as Elliot already told you.
