Hi. Would sys.dm_db_index_usage_stats.last_system_update be the place to look for the last time an index got rebuilt or reorganized? From there chain to sys.tables and sys.indexes for table and index name?

No.
Unless you keep a record, there's no history of when an index was created or rebuilt.
