Environment: Windows 2016, SQL Server 2016 SP1
This is a similar problem to:

DBMail was working until our IT department moved where the box was on our network; it has not worked since.
(Unfortunately I do not have the details of the changes.)
I have tried most of the solutions in the above thread, and more, but it still will not work. I do not want to install .Net3.5
I can send mail from Powershell on the server.
Has anyone come across this before?
I would prefer not to have to dig into Service Broker.

Using the config file here seemed to solve the problem.

I am not sure why it worked initially and then failed when the box was put onto a different part of the network.
