DBA refuse to give me rights on ReportServer and ReportServerTempDB

  I am using SQL Server 2012 SSRS. My DBA refuse to give me rights on ReportServer and ReportServerTempDB. He is asking me the reason why I need even access to DB. I also offer to compromise with having read only rights but his goal is to minimize giving out rights developers...

  My question is to ask this community is if they have ever faced situation like this. To me these both database are not part of System database so why he is hesitate to given us right?

  Questions:

  1) Are we talking Development or Production?

  2) What rights are you requesting?

  3) What are you doing that requires access to the databases?

  4) What does the documentation say that you need based on what you are doing?
