A colleague we used to work together is so fascinated about becoming a DBA Admin/Developer. All he want from me is a project specification on developing a database from the ground. I was just wondering if anyone has such project to release so this guy can get his hand wet on something about db design.

I havent seen any general specs - most are pretty specialized. I'd recommend that he think of a fairly common scenario - banking/checking account is a great one, then begin designing tables and proc's to support that goal.
If he really wants to be a DBA - there are several good articles and discussions posted here on the site to read. I'd recommend purchasing 1 or 2 good SQL books and just dig in.

You might have your friend try the Fitch & Mathers Stocks project. It was a project that Vertigo Software went through to demonstrate the Windows DNA. Included is the database design. It was originally done in SQL Server 7, but they went back and looked at Oracle, too. Here's the URL:

One of the best and lowest risk ways to get into this is by getting your hands on a couple of books. Here's one at FatBrain that got a good review (and a couple from the author, too).

No one in their right mind would give a critical project to a rookie. You need to work on a home grown project. I suggest looking at one of the many case studies in either books or online that go through all the decision that went into the design choices. When it comes to modelling, there is no substitute for experience.
