I'd also question the business requirement of once-per-month uploads. Depending on the amount of data being transmitted, it might be better to have a shorter, daily, upload instead of monthly big-ol'-honkin' data movements. "It Depends"

Merge does not make sense to me, from my understanding of the requirements, because I believe merge is best used when connections are the issue; i.e. sales reps out with their tablets and not connected to the network. The ETL seems best if there is a reason why this is only being done once a month or once a week. If all branches are online all of the time, why not use simple transactional replication? Data is updated all of the time and you don't have to worry about ETL. Just my 2c.
