Yes, seems to be some conflicting information in BOL.

However, the Developers Edition is actually the Enterprise Edition with different licensing. Therefore all the features of the Enterprise Edition are available in the Developer Edition.

Now this question in particular is going to create ALOT of debate.
1.I tried to do some reading before I could answer the question, and what I came up with was stated "Important:

What's going on?
2.And was it meant to be "In which editions of SQL Server 2008 CAN USE[/b]create database snapshots?" or was it meant to be "In which editions of SQL Server 2008 "CAN USERS" create database snapshots?" . May be that's where the answer lies

The typo is being fixed.
The developer's edition is Enterprise with different licensing. It includes all features so you can build applications with them. Developer's Edition cannot be deployed to a production environment, so it isn't often listed with the editions.
