Hi there ..
I setup the Database Mail on Sql Server 2008 R2, when i setup the DBMAIL most of the servers are on Windows Server 2003 & some of them are on 2008 and on most of the server I get this error,
"The mail could not be sent to the recipients because of the mail server failure. (Sending Mail using Account 3 (2012-11-07T22:09:50). Exception Message: Could not connect to mail server. (No connection could be made because the target machine actively refused it 205.191.22.44:25)."
I figured out this error from this article http://sivasql.blogspot.com/2012/11/sql-mail-mail-could-not-be-sent-to.html. and already working on it...
and now due to our application requirement we migrated all the SERVER 2003 to SERVER 2008, now i am getting the same error on DBMAIL which i setup when i have SERVER 2003 and was running successfully ...
IP Address of all the servers which migrated from 2003 to 2008 remain the same!

It's a connectivity issue. Talk to your network admins.

Could be the firewall blocking smtp connections or the mail server itself not allowing smtp connections.
