I must have tried everything, every step recommended via GOOGLE search referencing SHORT OF WRITING SCRIPT; can't seem to create an alert that I know should fire off an alert for a known nightly error in a backup job at 3am pst. (see details below)....it occurs in the same log but as stepID 1, (step 0 is ok)...CAN ANYONE HELP?--feel free to contact me rhsu@cmhhospital.org or 805.652.6333 (this log alert topic is in a live PRODUCTION environment..)
NOTES:
-SMTP setup okay (test email rec'ed)
-Alert group setup appears configured ok..
-Operator setup appears configured ok..

is this job firing a SSIS package that someone built? or does this job fire off Maintenance Plan of some sort?

I'm sorry if this is a stupid question, but did the job fail? Individual steps can be set up to continue even if a step "fails". The whole job will then finished successfully.
Additionally are you asking about alerts or notifications? It seems like you're asking for a notification if a job fails, but I'm not sure.
