When someone reports that "the database is slow", what steps do you take to investigate the problem?

There are a lot of areas that affect performance: SQL database, db server, application server, network ....

Ask them exactly what is slow - what app, what portion, doing what, etc.

Do you have a baseline of existing performance on the server? If not, define "slow"
