I have an excel sheet and I am migrating it to another system.During course of migration if business people come and say that some more changes need to done to the excel sheet,how should such kind of things need to be handled?

I think you need to prepare a migration doc and once changes are done migrate it to the target system (SQL Server database I think) by DTS import wizard.
Different options are available like create/append to the existing tables. You can even write a query according to your scenario to import the data to the DB.

Agree with the above comments.
Also, sit down with the business sponsers and discuss the data that needs to be migrated. Define the data in Excel so you can then build the database schema (or simply import using DTS and build the tables that way).
The best approach is to document the findings from the meeting and get it signed off by the business. Any further changes, add ammendments to the documentation - This is especially key if the project is delayed. You can then demonstrate that the goalposts kept on moving!
