Good Morning Everyone,
I was just wondering if there is a software package that exists that you can run and against an SQL Database that creates a Data Dictionary. Any advice would be greatly appreciated.

Check apex sql doc. It creates a chm file (or html version) and it does quite a good job at it.

Thanks for the advice. The software would work great except the database that I am working on is set to a compatibility level of 65 and this requires a compatibility level of 70 or 80. Any suggestions?

No I don't know any other software than that.
What happens if you convert your db (a backup on another server) to 8.0 and document it. Would it be close enough? I can some set options may change but the core (table, columns, views...) will still be there.

It priecy, but ER/Studio is my favorite modelling and in general documentation tool. Not sure about compatibility. Cost is about 4K.
