In which process? export from Access? or just manipulation of the text file?
when exporting a table from Access to a text file, the export wizard (Advanced button) provides the option to choose the field delimiter, just enter the ~ instead of the default comma.
plain text files: use the search and replace function in Notepad to replace your current delimiter with tildas.
