Our networking group wants to decommission accounts in domain A, and create equivalent (named differently!) accounts in domain B. Is there an easy way to duplicate/copy/transfer the SQL permissions between the two different NT user accounts.

Not really. Probably the simplest is to script out the permissions from each db in Domain A, change the login to match whatever you will call it in Domain B, then run in Domain B. If you want to dig further you could probably DTS or BCP the contents of sysusers over - but it's a system table, so use due caution.
Or you could copy or move the db, if you situation allows.
