Starting this AM queries started to slow down on our SQL 7 server. I have also noticed that connecting to Enterprise manager sometimes times out. I think this is a connection problem as the server has a very light load. I have checked for ODBC logging and it is off and Truncated log files. Need some suggestions?

For the queries just slowing down you have to check if your indexes need to be reindexed. Also check the statistics.
Is your database size growing?
How much free disk space, free memory and free processor usage do you have?
Is the slow down viewable in the QA or just in the EM?
Just give us more specific infos

It apears that it is a deeper problem, 24 hours into it, more issues are poping up. Sounds like time for rebuild.

Check your server's network card and network configuration.
