In 2000 it was called Service manager and should be available in the program folder from the start menu.
or available at the following
C:\Program Files\Microsoft SQL Server\80\Tools\Binn\sqlmangr.exe

Oh, I am sorry, i was looking for sql server Surface area configuration
Like in sql 2005 we go there, then surface area configuration for services and connections.
then database engine --> remote connections, enabling local and remote connections using tcp and named pipes...
How this feature can i enable in sql server 2000 ??

You can do it through the "Server Network Utility" as in this screenshot.
