I didn't see the note about starting the shrink and changing the files.I'll update the question to clarify.

I still disagree with the question and answer. Both can run at the same time. The only limitation is that the backup must finish before the shrink finishes.
I don't have time to test out what happens if the shrink wants to finish before the backup - I suspect it'll be blocked, but I hope someone who does have some time on their hands is willing to test this.

If the file shrink tries to finish before the backup, you will get an error about file manipulation and concurrent operations.
The case where you can start a file shrink heavily depends on timing. The file shrink must run long enough that it will finish after the backup - which means that it can't run to successful completion. I would think the way the question was intended was aiming at successful completion of concurrent file operations.

I changed the question too, to note that the shrink runs shorter.It's certainly a strange behavior, and one I'm not sure I like.
I think I'll refund all points for now.
It's good to be a week or two behind sometimes (life on the road gets BUSY). The final version of the question is great! 😉
