From what I read in regards to the MCP "rewards" or Welcome kits is that once you've created your login, etc for the site, you have to confirm shipping information, etc for the kit.
The only ones who get it automatically are the people in Japan. But expect it to take some time.

Congradulations! How long did it take you to study/complete the exams? I am thinking about starting the track.

You will need to request the welcome kits (one for MCTS and one for MCITP-DBA) from the MCP site.
Note: If your Passport/Live ID is not set up with permissions to login to the MCP member site, follow the instructions at:
http://www.microsoft.com/learning/mcp/mcpmembersite.mspx
1. Log in to the MCP member site:
A. go to http://www.microsoft.com/learning/default.mspx
B. Click the 'MCP Member Site' link (upper right corner of page)
C. Log in with your Passport/Live ID
2. On the MCP Member Site, use the navigation menu on the left: "Program Benefits" -> "Welcome Kits and Certificates". Full info is on that page. If your test information has been received by MS (it can take a few days after your exam to make it all the way through the system), then the bottom of that page will have all the links you need to confiorm your shipping address and request you kit(s).
