Hi,
Could anyone tell me the steps to setup SSRS web farm on a windows NLB cluster in order to provide HA for SSRS?

As far as I am aware, SSRS is not cluster aware so you would need to install it (and IIS - unless you are using SSRS 2008 which has dispensed with the need for IIS) on each node. If a failover occurred the ReportServer localhost connection would need to be changed to point at the active node.

You are right. Actually there are 2 approaches to install ssrs on a cluster.
First method is to install SSRS on each of the node and then setup an internal web farm of report servers.
Second method is to install Report servers on an external webfarm. This is called scaled out deployment.
But unfortunately, first method, the method which you are referring to is not supported by microsoft.
