Will windows cluster name and sql cluster name can be same or should be different?

They should be different.
Removed the humor.
Do not name the cluster the same as the virtual server name. At very least, you will cause mass confusion if you did. At very worse, you will cause a disaster if you did. Why do you want to name them the same?

Each clustered role will require its own unique Virtual IP address and virtual networkname.

Not should, must be.
If you try to use a networkname that is already in use you'll get errors
