I am getting confused with the following cluster settings. Both are the properties are for the sql server service on cluster. One from the left hand pane and the other from the right hand pane in the cluster console. The options Response to resource failure, failover and the pending timeout are quite misleading. Can someone explain in detail please ?
what happens if I change the pending timeout to 10 secs from 3 minutes. Does it will have impact when bringing the sql service online ? If the service takes more than 10 secs to come online it will restart again and again?
Please find the attachment.

This link details the policies tab
But what about the other window settings....if the service or application fails more than the maximum in the specified period, it will be left in the failed state. Let us assume my sql server application fails to restart which settings will come into play?

The failover tab details whether fail back of the resource occurs to a preferred node. It also specifies that if multiple failures occur within a given time period the application should be left offline.
