What are you looking for? Kenneth's definitions are fine, just very succinct. It's just that without knowing what you're looking for, you've got the 1-line definition level, and the 900-page definition level.
They're both very "wide" terms, and because they are - there is a lot (whole books for that matter) on both. Just depends on what you're looking for. Be more specific - and you will likely get answers that are more helpful to you.

The explanation is fine. I am not sure that it can be written clearer. I feel the issue is more your knowledge of English.
"Tuning" as it implies is just like the tuning of an instrument. You make it sound/perform better. http://en.wikipedia.org/wiki/Tuning or more specifically http://en.wikipedia.org/wiki/Database_tuning

Also - since they are related terms, you might care to get REALLy familiar with the additional concepts below:
For data tuning, you might care to look up "database performance tuning" and/or "set-based processing" and/or "data normalization". Actually - you might get a lot out of doing a search on set-based just on this site - it's a common discussion point.
For troubleshooting - look up "root-cause analysis"
