I have tried to update the XML code to reorder the columns but it just rearranges them back to the original order. This is very frustrating. It seems like I have to go out of my way to order the columns and it is nearly impossible.

I've just been through this pain too ... VS2017 and still no easy way to re-order columns in a destination file.
Creating a blank file in the required format (just headers) & then refreshing the package metadata was my preferred method – better than painstakingly shuffling chunks of XML around.

I just tried this method (creating a stubb file with just the column headers) and it fixed the order for me, thanks.
