Yes, I would say so.
D is just plain wrong, and C wouldn't help if the SAN/Hard-drive blows up.
So you need A) Offsite Backup, so the backups are safe incase of a disaster such as a fire onsite.
B) Logins aren't backed up in a database backup. They are related to the instance.
E) Not sure why this would be required, but by process of elimination I'd include it as the 3rd option.

its not cheating. The answers are also given by other DBA's and not verified by MS. And how would you know really that this is the answer to the questions anyway? I review answers carefully and not just memorize this answers that are not 100% reliable.

I would assume that the purpose of an exam is that you answer the questions to the best of your knowledge; not based on the answers you found on Google (away from MS's resources).

Not all the questions on this exam is based on the BOOK but based on situations. We don't encounter this kind of questions every time.

You're right it's a bit confusing, but an offsite backup doesn't necessarily have to be via a datacentre. Could be a physical storage device moved offsite. https://en.wikipedia.org/wiki/Off-site_data_protection
