I'm on OS Wndows 8.1 on local machine and want to use it for hosting RS and SSMS.
After installing SQL Server Express 2014 with all features and default settings for Report builder I find that the Web Service URL returns blank page (See attached screenshot.). That is the url where I expect to find Report Builder environment.
Meanwhile, Report Manager URL returns the expected interface, a page to which I can upload finished SSRS reports.
I don't know a methodical way to troubleshoot this What I've tried:

set IE to always Run As Administrator
SSMS is already running when I start Report Server services
All SQL Services are running.
TCP/IP enabled and running.
Report Manager site has two role assignments, the Built In Admin and local user Windows account, both with all privileges (Browser, Content Manager, My Reports, Publisher, Report Builder).
Report server configured to use report server database.
The service account I am using is by default the built in account: ReportServer$SQLEXPRESS. But I've also tried using Windows Account.
Event Application Logs have one Warning "The value for UrlRoot in RSReportServer.config is not valid. The default value will be used instead."
I need ideas for getting the Web Service URL to work so I can get started building SSRS reports in 2014.

It's the Report Manager interface you want, http://localhost/Reports_SQLEXPRESS
If you are not seeing the link to report builder on the report manager page, then you could try installing it directly.

MM, yes, you solved my issue, but just wondering ... do you know if the web service URL gets used for anything other than for connecting Report Builder to Report Server?

Yes, it's used for various management tasks (for example, rs.exe uses it for command line management) and can be used in links to individual reports where the Report Manager interface is not needed/required for running the report.
