I am planning to upgrade from SSRS 2005 Report server my goal is to get SSRS 2016 report server. But our database game with Dynamic AX 2012R3 and it is using sql 2012 server. If I purchase the ssrs 2016 can I still use sql 2012 server.

Do you mean can you run reports against databases on a 2012 server? Yes, you can. If you mean can you have your Reporting Services databases on a 2012 server, I don't know. But you could always install a SQL Server 2016 instance on your SSRS server, just to host those databases.

Yes, I meant run it against 2012 database. because that is what we are going to use and therefore not necessary to purchase another database.

Firstly, you did not mention where the reports are pointing to, I assume Dynamic AX 2012R3.
It depends, if a 3rd party installed Dynamic AX 2012R3 (using SQL 2012), are they ok with you adding reports to the SQL 2012 on it.
If they are then just upload the report to the SSRS 2012 on it.
If they are NOT then install SQL 2012 on another server, backup Dynamic AX 2012R3 database and restore on this server
(catch is you will have to do it daily - else your reports will be stale).
Note:
if you have SQL 2016 installed, SSRS will be 2016.
if you have SQL 2012 installed, SSRS will be 2012.
