We don't have Outlook on our servers, and I want to add a step to the transactional replication agent job that on failure to use the standard SMTP sendmail sproc. Can I modify the job without killing the whole replication thing?

only if the agent that you are modifying is not setup to run continuosly

Sure, you can do it, but it won't take into effect until you restart your job if it's set to run continuously. In this case, you can easily stop and restart it, you'll have approx. 8 seconds latency
If you modified the job, don't forget to update your saved replication scripts as well, otherwise... you'll lose it sometime.

Why don't you use SQL Agent Alerts to notify you when a replication job fails ? This is standard functionality which is extremely easy to configure. Assuming you have mail properly configured this will only take a few seconds to configure and does not require any change to the replication jobs.
