Our sql server 2012 build number is 11.0.6251. A vendor suggested we apply 2 hot fixes. These builds are 11.0.3321.0 and 11.0.2332.0.
Since our build number is higher I believe we already have the hotfixes in our installation. Am I confused again?

You are correct. Your vendor is confused. This might help if you show it to them but maybe not if you already told them your build number. But you could show them those are CUs for RTM and SP1.
