Im currently looking for a bug tracking solution. Either app or web based, use SQL for data of course, allow users to enter both text and upload images. Integration or ability to easily integrate with SourceSafe would be a big plus. Anyone using anything good - and in the under $1000 range?

There looks to be a good one by Voss called ItemAction. It's well below the $1k mark, but I don't think it has VS integration. SQLServerCentral.com members get a 20% discount on it at http://ssc.eurgeeka.com/products/productdetails.asp?product_id=2&product_nm=ItemAction .

VSS integration is a planned feature. I'd be glad to answer any questions regarding ItemAction Software.

I'll be taking a look at in the next week or so, probably have some questions then.

Hey Jamie, got a couple already:
1) No support for including images? Deal breaker for me, being able to see a screenshot or series of screenshots is tremendously helpful when trying to resolve an issue.
2) No msi package?
3) Unclear about the email feature. What I need is the ability for people to "subscribe" to certain bugs or bug categories to get email that it has changed in some way (comment added, status change, whatever).

Those features would not be difficult to add, but a full explanation would take a lot of space. There is a reason behind every detail of this application and its design and there are plans to change parts of it where the reasons are no longer applicable.
Once you have your complete list of requirements I'll respond to each one in detail and we can see if it will work for you.
