After upgrading we are getting blockages issues daily in New Production Server that upgraded to SQL Server 2008 Enterprise R2 RTM from SQL 2005 Enterprise SP3. before upgrading we did not get blockages issues.
is this issue because SP not installed in New Prod Server (SQL Server 2008 R2 RTM).
if it is required shall we go with SP2 ? which one is better SP1 or SP2 ?

In my opinion it cant be due to Server upgrade , verify if you have any new code release too after upgrade .
Analyze the type of blocking happening and lead blocker that will give some direction to troubleshoot .

Definitely SP2. Are you doing DB maintenance on the new server (Index Rebuilds, Update Stats) ?
And check for the Server level settings (Memory, CPU etc ..). Also try to identify the causes for blocking and capture WAITs too.
