can time dimension of Dimensional modeling provide all the benefit of BI-temporal design?

I am not sure the two are related because temporal data is time interval arithmetic while Time Series is relational calculus but I could be wrong so I have found the best Temporal book it is free download it and let us know.

I expect you are referring to Kimball's "Dimensional Modeling" patterns. The concepts described by Kimball are fairly unsophisticated and limited in their application. There are much better sources on temporal modeling problems such as the Snodgrass book already mentioned or the Date, Darwen and Lorentzos' book:
