Just about all of them.
I would consider doing that if I had requirements that in case of restore a small portion of the DB be online fast, and the rest later, and it would *start* with 1 filegroup for just the system tables and then additional filegroups (not one additional filegroup)
In fact, I can't think of any cases where I would only have primary and only one other filegroup unless I knew for an absolute fact that I would be adding more filegroups later for the above scenario.
