Three questions please:
1. In tsql, if I use multiple BEGIN/END blocks in stored procedure, will the second BEGIN wait for the first END to complete before executing itself?
2. If 1. is true does the same thing hold true for nested BEGIN/END blocks?
3. Does the precedence hold true if nesting stored procedures with BEGIN/END blocks?

You should read this article from BOL. It seems that you lack the knowledge of what begin/end is in t-sql. Each block is not an asynchronous thread or block of code that can run. Read the article I linked and see if that can answer your question.
