On my home pc, I would like more control over which apps can access the internet and/or when they do it.
Does anyone know of a utility you like to manage this? I’ve found a few on the internet but my trust level is not very high. I also found a cmd.exe command that will log this activity but the output is not that user friendly.
The symptom I’m trying to treat is that when I boot my pc, my upload speed is upwards of 120 mbps. After a day’s work, it can drop to less than 20 mbps (it degrades gradually) but the high bandwidth is restored after a reboot. I suspect the bandwidth is being consumed by other processes.
My configuration is PC using Ethernet connection to router. Router using Ethernet connection to cable modem.
Thanks in advance to any respondents.

I know it’s been driving you all nuts so I’m posting what I believe to be the cause of this issue for the sake and benefit of humanity.
I’ll have it confirmed by the end of the tomorrow but the culprit appears to be NETGEAR Genie (an otherwise cool utility for managing my home network). I configured it to not load automatically and installed all software and firmware upgrades and had no issues yesterday. Tomorrow will be a full blown workday and I’ll likely know for sure if the issue does not manifest.
I feel sort of safe in saying that you can all relax now…
