I'm aware there are test prep materials (including test-king.com) that have started to be considered as braindumps by big vendors such as Oracle, Microsoft, and likely Dell.....
How does these vendors such as Microsoft rule what constitutes braindump material and what is not? I'm not sure how test king is much different than transcender, and it seems like it may be because some test prep companies like transcender may be paying big oyalty fees to big vendors so their prep materials don't get labeled as braindumps.
We certainly need some prep questions, but we must avoid prep questions considered as braindumps.

Braindumps are actual copies of the exams. They're the same questions you will get when you take the cert exams. That's why they're not permitted, using them is outright cheating (Same as getting the exam paper for a university exam before writing it and studying from it)
Transcender, measure up and the MS partners who provide sample exams write their own exams and their own questions based on the material covered. They're not the real exam questions.

What do you think? If there is any suspicion, best to not buy it even though the price is very good. Better than running the chance of getting your cert revoked. What do u think?

Having never looked at the book, there's no easy way to say.
Stick to the MS press books and the companies MS partners with for practice exams and you should be OK.

Is there a way to email or call Microsoft and ask?
Those MS materials tend to be pricey so if Microsoft will provide something in writing saying that a prep materials is approved then there will be no problem and will reduce damage to your pocket.

You can, but they will tell you that other than their partner companies they cannot comment. If they were to do so, they'd be risking lawsuits, they'd have to spend hours researching each and every possible offering.

Investment in your career. Or study from Books Online and the MS prep books (that often come with example questions on CD). You don't need sample questions, you can study and pass without them. If you want to use them, that's your choice no one's forcing you to spend money.
