I am working on creating listener however, the subnet is full so I can't get the ip address as server IP range. What other options I have?

Move the hosts to a subnet which isn't full.
Decommission some hosts from the full subnet
Move other hosts to a different subnet
You need to make space in the subnet, or change the subnet to be a /23 instead of a /24 but that would be up to your network administrators to advise

That scope is full. Unable to move or decomm any other. I would need to come up with another plan.
Would changing the IP address of the node is the only option?

Yeah the listener configuration needs to be in the same subnet as the nodes

So that will end up with changing the server IP address? It is our current production server? Would changing the IP will have any impact?

Yes all replicas in the full subnet need to have their IP changed to the new subnet.
Issues would be routing, firewalls, any application reconfiguration you need to do.
Usual stuff for if you are provisioning a server etc
