Is it possible to know which user had recycled the SQL Server Services (using the SQL Server Service Manager) in MS SQL Server 2000?

I don't think so, since restarting services is an OS-level event rather than an application level event.
You'd have to have security auditing configured on Windows & check the Security Event Log to see who connected around the time the services were restarted.

Thanks Scott. Even I checked the security log, still could not figure out. I am just wondering is there any better way to find this out.
