Congrats on your first Connect item. I voted for it, but I doubt it'll do any good. Either "functions as designed" or "closed won't fix" are the normal responses to many useful items. If it doesn't invent some shiny new toy, it's not viewed favorably. We'll see, but I wouldn't hold my breath.

It's curious that you mention it. Just today we got an email reminder on how to deal with harassment (sexual or not). We also need to take online on-demand courses about it every year.

One thing that always stood out to me was in Ethics Training, which was an annual event, although they stated whistler blowers would not be penalized even if they were wrong, I don't feel most believed that.
Which would probably be a big help in correcting this in places where it happens.
Some just move on to a new place rather than risk saying anything to HR.
Truly sad, as the good leaves, while the bad keeps getting bolder.

Something I've seen pop up rather often in a sysadmins subreddit is the comment that HR is not on the employees side, instead HRs purpose is to protect the company. So if someone goes to HR to whistleblow, HRs first thought will be "how do we protect the company," NOT "how do we help protect the employee."
Sometimes, those two will be one and the same, other times, the employee will be left to fend for themselves...

If things continue or get worse, HR is exposing themselves to a bigger mess. Part of the problem is most of this happens one on one, so it can boil down to he said she said and is hard to prove. Although left to fend for themselves can over time be an actual strategy that can work if other complaints are lodged. But this does tend to lead to employee doubt.
I was fortunate to work in a place where I did see actions taken up to dismissal occur.
Some harassment is more subtle. Like the programmer that treats the BA as inferior, not even aware that she has a Masters in Computer Science. To me, he was the 'dumb programmer' and she was one smart blonde. We had enough clean up of messes he created to reinforce his superiority was only in his mind.
From an HR side, they do have to cross their t's and dot their i's, as either way they can face litigation. Nothing worse than firing someone for something, have it go through litigation, and due to some unrelated technicality, have to put them back on the payroll with back pay and more.
