Wow. That sp topic (that this thread leads to) is just ... wow. Talk about a complete misunderstanding of everything that is being said. He's still asking the same question, even in the last post.
EDIT: I don't see this guy as a troll. I see him as someone who is way in over his head and unwilling to admit it. I also see his boss as knowing this, which is why the boss told him to figure it out on his own. I think the boss is testing the knowledge this guy is pretending to have and the hammer is about to come down. And this guy knows it.

Maybe a troll or maybe not (I think more likely not).
Trouble is that if he isn't a troll then it's not just SQL that he's over his head on - he doesn't even have the capability of explaining what the requirement is, what he wants to do, and apparently doesn't even realise that. The last post ("if row1 exists I don't want to use the startdate parameter" or something like that) after more than 80 messages in the underlying thread suggests he still hasn't a clue what he is trying to do (or at least no clue as to how to explain what he is trying to do in any form that anyone could imaginable understand) so his chance of writing code to do it in any language at all (eg instructions in plain English for doing it) is zilch.
I hope that the number of people in jobs which they fit that badly (ie jobs which they are utterly *%"&$!^£¬ incompetent to hold) is vanishingly small, and I guess that should mean either that I hope he's a troll or at least that he is moved to some other job - one that he has some chance of actually doing - very soon. Or maybe it's homework and the teaching lhas left him not even capable of understanding what the questions mean (that happens rather too much, starting in first year infant school - Grade 1 to you USAnians).
Of course he's clearly not very bright if he's not prepared to tell his boss "I don't understand so I don't know how to do it", unless his boss is the sort of idiot who intimidates his people so much that they are scared to tell him when there's a problem (in which case he's maybe not very bright to carry on working for that boss).

I made time this weekend to drive into the office for an interview (SQL/SSRS developer). Said interviewee looked like a good candidate on paper and had already had a phone interview with our HR folks. He just wanted an after hours on-site interview so he didn't risk getting caught job hunting by his current employer.
The guy didn't show up.
Or answer his cell when I called to see if he was lost/stuck in traffic/injured/whatever.
I so don't get it.

Well he couldn't use his cell, they can track that. And he was probably hiding in the bushes so nobody saw him, which he's obviously very good at, since you didn't see him. I say he has real skill, and I'd hire him.

I answer the question as best I can, and suggest the person take a class on SQL Server.
If they get rude/insulting, I tell them to step away from the database with both hands in plain view and turn themselves in peacefully.
That particular guy looks like he's struggling badly, both with English and with SQL Server. I suspect, from the posts, that he's not only an accidental DBA, but a reluctant one. Either that, or he falsified his resume, got a DBA job with a company that couldn't tell, and he's beyond help anyway in that case. I've seen these go both ways.
I prefer to assume anyone this out of their depth is doing their best to try to handle a confusing subject (T-SQL) in a foreign language (English) than that they're unethical and complete idiots.

If any would-be employee claims to be a Threadzian, we have two questions that we can now ask them during the interview.
1) What does sp_kleenex do and when would you use it?
2) How many parameters does DBCC Timewarp really have?
If they don't have an answer for either, they get booted out of the building...
