You have to be careful with statements like that. IT people are not the ultimate judge of the job they are doing. In the story I mentioned, the IT manager involved wound up with a real black eye to his reputation, because the end users were his customers and the customers had decided they could do better without his using "his" software. It's hard to justify your budget if the business is (by choice) functioning largely without the systems your people are responsible for.
An extreme case? Absolutely. But it shows what can happen when IT gets disconnected from the people they exist to support. See "better working relationships."

You are correct. When the end-user decides to create a database or administer a server or build an application - they are perpetuating a communications problem and will undoubtedly come asking for help from IT because they have gotten in too deep.
I am in the middle of an issue you just described. IT and the business were at extreme odds when I was hired here. The business didn't trust IT and IT hated the business. We are now trying to bridge that gap through communication and education. TO support my statement on the business asking for help: we had several processes created by the business that would consume all cycles on the servers for up to 6 hrs. Since it was working they were happy. Then we showed them that it could be done in less than 10 minutes. They were ecstatic, but then had to find something more to fill their day.
Once in a while the business may be able to create a process that is better - the same holds true for IT (once in a while IT can perform accounting better than the business). But both are specialists in their field for a reason.
Does that mean that the business doesn't know what they want in a system or solution - NO. It simply means that they are wrong about being able to do it better than IT in more cases than they are correct. Both should be working together on the solutions and both should be communicating.

I've got his book. It's not bad. Not SQL Server specific, but the guy does know databases.
As far as candy, I'm a chocolate guy. Doesn't really matter what kind as long as there isn't any coconut involved.
