I installed a 2016 standard edition of SQL Server instance along with reporting services. Now I am trying to apply CU15 on the instance but the option to select the instance isn't highlighted. I have never run into this type of issue before. For DB engine, we always use enterprise edition and I never have a problem applying the patch. So what's the best way to patch reporting server? Any advise is highly appreciated.

If I remember right, SSRS is one of the "Shared" services. So, when you applied the update, the shared stuff was likely updated at the same time.
If you browse to your reporting services instance and click on the ? and "About SQL Server Reporting Services", does the version number indicate you are all patched up to CU15?
The above is all just my opinion on what you should do.
As with all advice you find on a random internet forum - you shouldn't blindly follow it. Always test on a test server to see if there is negative side effects before making changes to live!
I recommend you NEVER run "random code" you found online on any system you care about UNLESS you understand and can verify the code OR you don't care if the code trashes your system.
