It seems to flake sometimes, but not consistently. Is this a consistent or intermittent problem? Is it on all pages?

Seems consistent to me. It's happening both in the forum window that I've just come from, and this authoring window too.

And if I shrink the window so that other menu options try to display ("Community", "Products"), I see the same behaviour.

I also have this problem, but to get around I go to the home page first then resources

But that only works because there is no advert in that position on the home page...

We'll take a look. It's on our list, but not a priority since it doesn't seem to affect many people.
