According to Wikipedia:
"ad hoc" reporting systems allow the users themselves to create specific, customized queries. Typically this would be via a user-friendly GUI-based system without the need for the in-depth knowledge of SQL, or database schema that a programmer would have.
Because such reporting has the potential to severely degrade the performance of a live system, it is usually provided over a data warehouse.

Basically it means that power users are enabled to do their own reporting, without much assistance from the IT department. In the MS BI stack, this is done by giving the end users Report Builder 3 - a click once reporting tool- and access to some source - most of the time a datawarehouse. The end user can create his own reports using Report Builder.
In other products, the end users can also be provided with a metadata model. In that case, the end user doesn't have to know SQL or MDX to create his reports, but he can create them using drag-and-drop. Examples are Cognos Framework and the B.O. Universe.
