I am getting this error when I attempt to run the Package Installation Wizard by double-clicking the manifest file. Wizard Launches, but aborts with:

Could not create the directory "c:\Program Files (x86)\Microsoft SQL Server\90\DTS\Packages\Data Flow". Access to the path 'c:\Program Files (x86)\Microsoft SQL Server\90\DTS\Packages\Data Flow' is denied.

ADDITIONAL INFORMATION:
Could not create the directory "c:\Program Files (x86)\Microsoft SQL Server\90\DTS\Packages\Data Flow". Access to the path 'c:\Program Files (x86)\Microsoft SQL Server\90\DTS\Packages\Data Flow' is denied. (DTSInstall)

What user needs permissions to this directory in order to give DTSInstall the access it needs to run the wizard?
I have tried giving full acces to the following:
I don't even like to think about giving full access to "everyone".:unsure:
